It is a this reformatted vintage toy pattern, and pipecleaners are used in the pattern to help it stand. Maybe seventies kids were unaware of modern style health and safety concerns; you may not want to use these if it is for a child to play with.
I have also shown him with a modern style safety eye (on green image), which gives a more natural look than the cartoon style felt one. Either is fine - it is just to show a variation.
